Civil aircraft airworthiness

From design to maintenance

OBJECTIVE :

Aircraft Airworthiness shall be established and maintained within a regulatory framework.

This course aims to present and explain how for civil aircraft the following apply:

  • The Airworthiness concept
  • The Regulation system
  • The Aviation Authorities.

With respect to the applicable European regulations.

COURSE DURATION AND TIMETABLE :

The course lasts 3 days (21 hours).

GENERAL APPROACH :

The Airworthiness as well as regulation, and aviation authority concepts will be introduced starting from Chicago convention.

These concepts, as introduced in the European Community regulations through a vote by the European Parliament, will be presented through the whole aircraft lifecycle by the following processes:

  • Establishing Airworthiness (Initial Airworthiness) in design and production
  • Continuing Airworthiness in operation and maintenance.

CONTENT :

- To understand Airworthiness concept and related regulations

  • Chicago Convention founder act and International Civil Aviation Organization principles (ICAO)
  • Airworthiness concept definition and implementation (regulation, Authority)
  • Airworthiness actors: role, responsibilities
  • Application to European Aviation authorities and regulation (EC regulation n°216/2008, February 20th 2008):
    • Common rules in Civil Aviation field
    • European Aviation Safety Agency (EASA)
    • European regulations
    • Role and mission of the Member States; the case of France (DGAC)

- To apprehend the meaning of “Establishing Airworthiness” (Initial Airworthiness)

    • In design:
      • How to define Type Certificate, Supplementary Type Certificate. (annex of the regulation : Part21 subpart B)
      • Procedures in issuing Type Certificate, content of Type Certificate, obligations of the holder, manuals, modifications and repairs
      • Design Organization Approval process: eligibility, organization, Airworthiness office, Design Assurance system, privileges. (annex of the regulation: Part21 subpart J)
    • In production :
      • How to define Certificate of Airworthiness (annex of the regulation : Part-21 subpart H)
      • Production Organization Approval process: criteria for an agreement, context, terms of approval evaluation, Privileges (annex of the regulation : Part-21 subpart G)
