Airworthiness of state/government aircraft and of civil aircraft

From design to maintenance

OBJECTIVE :

The airworthiness of aircraft must be established and maintained within a regulatory context.

This course aims to provide knowledge and understanding of civil and state aircraft (military and state-used):

  • The concept of airworthiness
  • The regulatory system
  • The aeronautical authorities

It is aimed at engineers and managers/supervisors.

COURSE DURATION AND TIMETABLE :

The course lasts 4 days (24 hours).

GENERAL APPROACH :

The concepts of airworthiness, regulations and authorities will be introduced by way of the corresponding ICAO annexes.

Decree no. 2006-1551 of 7 December 2006 with the principles of airworthiness, regulations and authorities introduced by ICAO annexes integrated and adapted for French state aircraft.

The application of this principle, as voted by the European Parliament for civil or decree-issued aircraft and state aircraft by-laws, will take place through the monitoring of an aircraft from design to operation and maintenance:

  • Definition and production certification
  • Maintaining this certification in terms of operation and maintenance

The concepts of organizational approval for design, production, operation and maintenance studied in the context of the state.

PREREQUISITE :

Course level: Basic

All engineers and managers/supervisors from the aeronautical industries; no prior training required in the field.

    • Application to European authorities and regulations:
      • Essential requirements of common standards 216/2008 of 20/02/2008
      • Overview of the European Aviation Safety Agency (EASA) 
    • Overview of the founding documents regarding both airworthiness and the regulation of state aircraft
      • Decree no. 2006-1551 of 7 December 2006 on the rules of use, airworthiness and registration and its implementing decrees: of 7 December 2006
  • Establishing airworthiness (EC Regulation) 748/2012 of 03/08/2012 (FRA 21 State)
    • Design
      • Type certificate definitions, supplement to the type certificate
      • Stages of type certification, content of the type certificate, obligations of the certificate holder, manuals, modifications and repairs
      • Design organization approval: eligibility of organizations, airworthiness offices/departments, design assurance systems, privileges
    • Production:
      • Study of production organization approval: accreditation criteria, accreditation contexts (Subsection 21G of the Regulatory Annex), assessment, accreditation terms, privileges
      • Airworthiness certification
  • Exploration of what "airworthiness" means (EC Regulation) 1321/2014 of 26/11/2014 (FRA M, FRA 145, FRA 66, FRA 147)
    • Airworthiness maintenance process
      • The concept of a maintenance program, airworthiness directives, bulletin service.
      • Approvals of maintenance management organizations (Section M, Subsection G of the Regulation Annex)
    • Definition of maintenance operations
